Easy way:
Use http://www.dnsexit.com/ or similar free dns service.
Works with static or fixed IP. You will be provided with the name of the name server that you will point your domain name to.
Hard way:
Depends on your computer operating system. You need fixed IP, You need dns server running on your computer and configured properly. You need your router configured to point incoming http requests to your internal ip where domain name server is running.
Exactly how to do all this depends on whether you are running apache on a windows machine or linux, unix, etc.
You will then need to find out what your static ip name is from your ISP that you will point your domain name to. You could also use an online ip/domain name lookup tool like http://cqcounter.com/whois/ to find it.
Consider the easy way.
Do you have a fixed IP address? If not you first need to subscribe to one through your ISP. This costs extra. You then need to log in to your domain registrar’s site and set the dns A, PTR and CNAME records according to how you want to use the site.
