There are free domain hosting sites out there, but I gurantee you that you can’t find a legitimate site that gives out free domain names.
There are two main reasons for this.
1. It will literally take millions of dollars to set up a site where one can easily get a free domain name instantly and keep it forever.
2. Most people who ask this are under the age of 18 and don’t have a clue how to webdesign. The problem with this is that there’s no point for a person to sink in millions of dollars if the target audience are kids/teenagers who have never built a website before, or worse, only used Geocities Pagebuilder.
What I suggest for you to do:
Settle on Freewebs or Geocities and just wait until you buy a domain name on your own. If you want a domain name *NOW*, then do not make a website at all. Making a website takes patience, a lot of it, and if you don’t have patience, not only your skills won’t improve, but your work will suffer.
Also just to point out- Most of the time when people ask this question, people always suggest freeservers. This is your clue that what you want does not exist. There was actually a person a few months ago that thought that there was a secret site out there that gives out free domain names and let you keep it forever….And to tell you the truth, if there was a site out there, it SHOULD be secret, because who knows how much debt the person/company running the website will be drowned in if word got out. And no- there is no “secret’ instant free domain name site out there.
If you are serious about websites either for personal or your business, don’t go to free web hosting as they are usually not reliable and you may end up losing all your hard work. Free web hosts usually put advertisements on your websites and it could be annoying.
If you like to create websites (usually you will end up more than 1 website, I got more than 100 websites in about 6 months’ time), go for multiple web hosting services where you could host all your websites in one account.

I would not choose free web hosts as they are not reliable and once I used free host, but all my data lost and they didn’t have back up and I had to do all over again, very frustrating.
If you look for web hosting, don’t rush into it. Read reviews about web hosting and decide properly before going ahead with web hosting.

There are a few but realize that Free means there are going to be Ads placed on your pages either as a frame or a sidebar. These sites are also Sub-Domains, not top level.
