Are there any reliable sites that allow free website hosting.
Also are there any with an option to start for free then upgrade if you like it?

    Not really, not that are reliable anyways.
    But you can get a cheap account at many webhosts in the $5-20 range. That is generally considered the bottom rate. I use linode.com which starts at $20, but I know there are cheaper ones.

    There are some that are free but not quite reliable when it comes to storing your data and the like. You can always try some that requires payment but not that really expensive.
