you can always make a blog and transfer it later , That way you will have a website already to roll and can then work on a better one at the same time , . no downtime. , also you will be able to test the market and see if your product is getting many hits ,

Yes, sure but it depends on your country code top-level domain (ccTLD). A generic top-level domain (gTLD) such as .com or .net doesn’t require registered company but under some ccTLDs you need the legal registered company to buy the domain name.
