I have a not so old desktop lying around the house and i figured to install ubuntu server and LAMP. can i host websites out of my local area network with ubuntu and LAMP?

If it’s a LAN server (that is using local ip’s such as 192.168.0.X) then it should be no problem (provided you know how to set up and configure the server).
If it’s a web server you want others to connect to from outside your LAN (your public ip) then yes you can do that too, but people will have a hard time finding your website without a Domain name. Preferably you would set up a web server using a static ip but a free alternative is to use some sort of dynamic dns (link provided as proof of concept). Of course this would have to be configured as well and I don’t know how easy or hard it is in ubuntu.

For that, call your ISP and ask about it. you may already have it you may need to “order” it. It can cost depending on your current plan, that cost can either be a one time fee or a monthly bill. Just call your ISP and look into it.
