I’m looking into starting my own business and I would like to purchase a certain domain name. I was asked to make an offer but I don’t know how that works. Can someone help?

How important is the name to your business? Is it relevant to your website or is it just a cool name you want?
You can do some research on sold domain names at http://namebio.com/ this will give you a price comparison.
If you do make an offer be prepared to follow through with the transaction. You might want use an escrow service to protect yourself and your money if you do not know the seller.

is then name already being used on an existing live database?
If yes, how much traffic and revenue is the current website generating?
If it’s not being used, I wouldn’t offer more than $100 – there is no history of value for it if it hasn’t already been used
