There you can sign up for either one of two packages, both are free. One is with ads and one is without. I got the one without easily, just for a family website.
The second one I use is http://www.godaddy.com
There I bought my domain, then got the hosting and email free. You have to spend $10 on a domain, but getting your own domain plus a years worth of free hosting (with ads) for $10 is an excellent deal.
Ive used zymic.com they are a community of website designers and developers. So you can get free hosting, free sub domain and full control and a easy forum to get help!
They do not allow PHP, so I moved to:http://www.unlimitedmb.com/
You have other options such as Yahoo’s Geocities, Google Sites.

You can build a free website with Microsoft Office Live Small Business – http://tinyurl.com/officeliveoffer . It has a free online web design tool that allows you to create web pages without coding. You can also upload your own HTML website. Currently, MS is offering a free domain name (i.e. yourownsite.com) for the first year.
Try WebSiNcH Hosting they have good packages and they have small requirements. Plus they don’t oversell like UlimitedMB or Zymic etc.
(i.e. any host which uses .jsp files is “bad” and hosts with stupidly large amounts of space or bandwidth are also “bad”) WebSiNcH Hosting also have Fantastico which can install 51 different scripts.
Google for “google sites” and there you go. Free, easy and good reliable service.
