What Is The Best (& Least Expensive) Tomcat Enabled Web Hosting Provider?

I need a host that has
1. Tomcat (w/ access to Manager for uploading .war files)
2. MySql
3. bulk FTP capabilities
4. less than $20/month
Space, email addresses and extra domain names not important. Tomcat & MySql (or Postgres) are essential. Being able to restart the Tomcat JVM? Priceless.
Recommendations?

    Ask them about Tomcat could not find information about it, but everything I’ve ever needed it they support. Good luck!
