Some web site templates (even free ones) come with those images included. Check out the first source listed below (about halfway down the page, under WYSIWYG Editors) to find some free ones. Just look in the img or images file for the template, after you download it.
Or, you can use stock photos, either free (not a lot of the free ones include people, though) or usually pretty cheap (less than a dollar each.) Check out the second source for some, or you can just search “free stock photos” to find more.
